I've now found out that Blizzard has instituted a soft level cap and have 'suggested' they change this (I don't think it would be good to vent my frustration on them; in fact, I've even attempted to bribe them if they'd just get rid of this 'soft cap' :-p. Here is Waverider's post to them:
